Andrew Ruben brings extensive legal experience and expertise to CED Solutions and its clients. His entire history as an attorney has been focused on design and construction, real estate and commercial development, planning and zoning, procurement, and project management.
As General Counsel and Senior Vice President of the St. Louis Economic Development Partnership from 2010 to 2015, Mr. Ruben managed the Partnership’s Legal department and oversaw the provision of all legal services. This included support for a wide range of governmental, quasi-governmental, for-profit and nonprofit organizations, including the St. Louis County Port Authority, Land Clearance for Redevelopment Authority, World Trade Center-St. Louis, Industrial Development Authority, Heartland Regional Investment Fund (NMTC Allocatee), Helix Investment Fund, Gateway to the Midwest Investment Center (EB-5 Regional Center) and Midwest Cargo Hub Commission. He also provided legal advice to local government leaders and municipal governments on development issues, and supported the Partnership’s federal and state grant applications and state and federal lobbying activities.
A graduate of the Washington University School of Law, Mr. Ruben previously worked for ten years in the real estate and construction law groups at two international law firms. He is a frequent presenter at local and national conferences in the area of design and construction law and dispute resolution.
